Yeah, yeah. I know the copyright argument is pretty weak. But it's still
something for less well-funded places to consider. Do you want to make money
off your collection or do you want to let someone else make money off your
collection?
How would someone know if they have the only extant copies of something?
Good question. You probably can't unless you know the absolute facts about
the provenance, etc. We have the only known bound volumes of the Ocean
County Democrat and probably the only extant bound copies of the Ocean
County Sun in our collection. We know the Democrat is rare. The State of New
Jersey commissioned a newspaper survey and the only copies of this newspaper
that were found are the ones in our collection. We received the Sun from the
newspaper that bought out it's successor in the 1980s. We have the
publisher's archived volumes. We know of no other volumes and there are
volumes missing.
So one can, at times, know if there are no other copies.

As for local publications not having resale value- keep an eye on eBay.
You'd be surprised what bound volumes of newspapers can and will go for. The
older they are, the better the condition they are likely to be in, the
greater their value on the market. Buyers can be historical societies trying
to recover them for preservation, or dealers looking to disbind them and
sell the issues individually. That is where the real money lies.
