Part of problem is consuling firms are for hire, there is a crude
expression that fits them, but not suitable for a public forum, and try
their darnest to come up with the conclusion the they were hired to
justify.
  Having said that, a case to the contrary was Motor World an park/museum
just outside of Flint Michigan.  The consulting group said there would
never be enough traffic to support the park-and they were right!  Of
course they worked for General Motors, which was looking an excuse not to
be take part.
