It is my understanding that not ALL areas of a museum, must be
totally accessible.

Alternatives I have heard of are to install videotape stations where
those who are unable to get to spaces can see what is there. Mini
shows of what is there may also be installed in accessible places.
Also a docent can help by describing areas inaccessible.

There has to be a way around. Historical sites that cannot keep the
integrity of the site by installing accessible ramps elevators etc
must have an out.

Give that a try.
