Public domain is the easiest way to go but verify it's public at all levels.

Some copyright holders will reduce or waive license fees for current music
to nonprofits for educational purposes such as exhibitions. But this is
separate from ASCAP which can still come collecting ... Resale is unlikely
to be allowed especially without compensation.

www.ascap.com has a searchable database of titles and who to contact. A good
entertainment lawyer is your best resource for how to proceed.
