Vanya,

I think this varies from state to state.  Here in California it would be 
against the law to find the person and shoot them.  However, I think its OK 
in Texas.  In Iowa, they might want to check before proceeding.

A colleague at a museum in Iowa sent me this question:

"In scanning our photos, I have found a tin type that someone has scotch
taped to a card, the tape going right over the top of the image. What do you
recommend I do in this type of situation?"
