"NEW YORK, USA << Legal group to fight "retentionist" policies >> A group of
American collectors has formed a new organisation to defend the interests of
private and public collecting. They see threats to collecting
coming from foreign countries, over-zealous law enforcement and a public
debate, which, according to them, has been driven by the "retentionist" bias
of many archaeologists. The impetus for the creation of the American Council
for Cultural Policy comes largely from Ashton Hawkins, former executive
vice-president and Counsel to the Trustees of the Metropolitan Museum of
Art. In the short-term, Mr Hawkins's goal is to unite his members as a
counterweight to the "retentionist" message put out by the archaeologically
rich "source" countries, that, in his view, won over the Clinton
administration
and still influences the media. The group would also push to revise the
Cultural Property Implementation Act and how it is applied, in order to
minimise
efforts by foreign nations to block the import into the US of broadly
defined categories of objects, particularly antiquities. Ashton Hawkins has
a plan for
distributing objects in the basement of the Egyptian Museum in Cairo to
institutions around the world. "This idea was first broached by the
Metropolitan
Museum, Tom Hoving and Kevin Roche, in 1975. I would like to propose that
the Cairo Museum offer museums around the world the opportunity to
acquire up to 50 objects for their collections. In return, the museums would
make a very substantial contribution for the construction of the new museum
under the Giza plateau-$1 million dollars each, for example.""
