You might try contacting local businesses.  A lot of
entities that have done or are in the process of renovation
or remodeling often have carpeting avilable at cheap (or
free) rates.  Carpet factory outlet stores (there are pile
of them in the States--try Dalton, Georgia) often have
seconds or damaged materials available at extremely reduced
rates.
