There are a number of things you can do. We use numbers on paper tags with
strings looped around buttonholes, straps, etc, whenever possible (archival
tags and ink). On some shoes we write the number in ink on cloth tape and
sew it into the inside of the shoe. In moments of desperation we use an ink
number on the sole, with a clear barrier laid down first (varnish or nail
polish) and then the ink or paint. This is obviously the most permanent,
with all the attendant pros and cons.
