Archivally speaking, TIFF is the standard (see FADGI guidelines<http://www.digitizationguidelines.gov/guidelines/digitize-technical.html>). While TIFF is technically an Adobe format it is also an open format it is still an ISO standard.

When using digital cameras in any museum or library context, the images are shot as RAW and converted to DNG or TIFF again as the archival standard.

Having a TIFF as a master allows for any post processing that is needed, without losing any information. As James stated, every time you edit and save a JPEG, even when it has been scanned with *no compression*, you will lose information. JPEGs have their uses and are perfectly acceptable as access images, but never recommended for digital preservation.
