I have seen the following efforts at gender neutrality:

Web designer
Web maintainer
Web tender (although to my ear, this sounds like a new finger food
from Burger King).
Web wrangler (no, I'm not making that one up).
Web person.

My favorite (for no particular reason) is webster.
