I agree this is an unacceptable product for an exhibit  handrail -- because
lead is a toxic substance but also because it is not very rigid and without
support would not likely meet code requirements for loads that must be
supported by handrails or guardrails -- typically 50  lbs per linear foot
simultaneous horizontal and vertical  -- but check your local building code.
 If your railing is really more of a crowd control device, I would suggest
something that is obviously not  at all supportive.
