I believe that there are a number of "freenet" servers running in Canada
(Victoria, BC has one, I think). They are run on the same principle as
public television: anyone can use it (if they sign up) but donations would
be greatly appreciated. I understand they are problematic as there are
always more people who want to use than the server can really handle on so
little funds. But you should probably try to find out more from the people
who actually run and use these.
