This is a combination of two threads - Museums in malls, and museums
without collections.

The Bellevue Art Museum resides in the Bellevue Mall in Bellevue
Washington (across the lake from Seattle).  To my knowledge, they do not
have any permanent collections except for artworks left behind from  past
exhibitions.

By the way, for locals, they are hosting a terrific exhibit on beads...
