Janet,

Publishing is the easiest part. Next BIG cost item is postage. There are 
several ways to get the cheapest rates. First use your non-profit status 
(501 (c) 3) presort by ZIP - five digit and three digit for reduced 
postage rates.

The USPS has a service called "Click2Mail" that prints and mails your 
documents. As an example I had a four page flyer sent to 183 members 
first-class mail for $103 total. Since it was time sensitive we used 
first-class mailing. If we had used our non-profit status, postage would 
have about $20 less and the total would have been $83 and would have 
taken over a week to go thru the PO handling.
