I also work at the Smithsonian where we can donate sick leave (possibly annual leave, too, I don't know) to another employee assuming you are in the same schedule, Trust versus Federal. 

As far as carrying over sick leave, I have never worked at a place that DIDN'T allow you to accrue sick leave indefinetly, although I have only been paid once for unused sick leave. When I left one position after about seven years I had earned so much annual leave, sick leave, and comp time that I continued to recieve a pay check for three months after I left. They stopped the pay for sick leave after I left, (Heaven forbid they adjust work loads to allow staff to take the time they earn) but I think they are required by federal law to pay you for Annual Leave.

Small anecdote: My mother also earned enough sick leave to be ill for an entire year. When she retired she was allowed to either be paid outright for the hours, or count the year as an additional year worked toward her retirement benefits. She opted for the later and saw a noticeable increase in her retirement check.

Carries over in the U. Texas system. At the moment, I have 1940 hours of 
sick leave (soon I can be sick for a whole year).
