Sometimes when an institution changes direction, because there is new leadership, for instance, existing staff decides to move on.  It doesn't necessarily reveal that there are problems, but it often is a sign of institutional change-- not always the same thing.

Here's my take on this given the information provided...

Depending upon the positions advertised, you may want to focus on one of
them that you feel strongly about rather than making the HR person wonder if
you don't know what you want to be.

When an institution has multiple postings but is a small place, the question
begs to be asked, "What are this institutions issues?"  Turnover in the biz
is what it is, but sometimes mass exodus is a signature of problems at a
higher level.
