I personally like the look of plex handrail systems, but they can be a 
headache to care for.  They need to be kept clean because the will show 
every single finger print (and face print of the smaller visitors!) and 
can scratch easily.

I have seen some nice metal systems that use wires to keep kids from 
crawling under the barrier.  These need to be carefully designed to 
prevent kids from getting stuck in them.  The same goes with any metal 
or wood railing system. 

One idea I just had that might work for you is to create a solid barrier 
set back enough from the track to allow a full view.  Perhaps model it 
to resemble some aspect of the railroad - like a retaining wall, or 
platform.

I've seen simple solid walls work well.  Also, motion detectors and 
simple ropes.  When a person reaches in, a voice kindly reminds them not 
to touch.
