I have used a block of foam (see the Light Impressions or University
Products catalog) with indentations cut into it which will keep the
cartridges from rolling around.  Place the cartridges on their sides,
and trace an outline in pencil.  Use an exacto knife to cut into the
foam, and then use a tacking iron to slightly heat where you cut (the
foam can be abrasive, this step seals the rough edges).  You can then
use a pigma pen to write the accession numbers next to where each bullet
goes.  With this mount, you can handle just the mount for examination or
inventory, so you never have to move individual bullets (and risk
dropping or bumping).
