We use a temp deed of gift which gives us the right to return, destroy (if the donor doesn't want it back) and/or sell at public sale.  This gives us the chance to decided ahead of time if we want any or all of the donation.  We then only write a Deed of gift for the items we are keeping.  
Transfers for us are only between departments (i.e. library to museum, etc)
