Although later than the 1920s, you might look into the role of the WPA
Artists' Project in creating museum dioramas and models. I've seen a few of
these in a
local elementary school (Bucks County, PA) that has had them since the
1930s.  Not sure off hand where archival records for the WPA are. Just a
thought...
