Here's the short and dirty answer to your question - it depends.

Window glass was taxed under the Townsend Act in the mid-18th century - this 
was also the tax that prompted the Boston Tea Party because tea was taxed as 
well. Whether this effected the use of window glass or dictated how many 
windows a homebuilder put in a house is debatable since primary sources 
stating that windows were not built because of the tax have not come to 
light (no pun intended).

There is one obscure period at the end of the 18th century, for one year, 
when the new federal government decided to pass a property tax with the 
instructions that windows should be counted (along with other aspects of the 
property). There were no instructions on what to do with the information, 
and it does not seem to be tied to a specific tax structure.

Out of curiosity, and as an art professional rather than a historian...I
heard that windows were taxed not because they were windows, but on the
glass used in them.  If the windows did not use glass (used oiled paper
or canvas, or shutters), they weren't taxed.  True or not?

Thank you for the information...that is a response that may have helped
the person asking the original question. I have been on this list for
nearly 3 years, and couldn't tell you how to navigate the archive. The
instructions are fairly unclear, and for a brand new member, probably
close to impossible.
