We've been struggling with this decision, leaning on the side of not allowing it. Thank you for posting these reasons.

Very often the response to someone else's question answers my question before I post it. Thanks to all of you who answer on-list.

 interned at created a policy just as vaping was becoming a
 thing.  In short, it was forbidden. Vaping was allowed
 outside on the grounds because it doesn't have the
 potential for litter like cigarettes do.  However, if it
 were a museum where the grounds were a big attraction and
 lots of people would be around, I believe it would have been
 disallowed (ie an outdoor museum or museum
 complex).
 The reasons
 included:
 1. It is
 moisture, I wouldn't let someone walk around with a
 humidifier.2. It smells even though it isn't
 as bad as cigarette smell.  The smell can linger and can
 interrupt other visitors. (I don't want to be walking
 and suddenly a walk into a big cloud of banana smelling
 vapor.)
