All plans can look, act and read the same unless everyone working on and 
using them agree to their definitions, meanings and use.  With that said, 
the "typical" definition is:
1.  A Master Plan looks at the entire site, operations, external and internal 
communications, branding, signage and all programming as one unit, identifying 
their interrelationship, criteria for decision-making, standardization of 
definitions, justification/rationale for why things are the way they are and why 
they will remain that way in specific cases, what will happen where and why 
there and no where else, story context and how that affects all decisions, 
exterior threats and prospective threats, internal threats and prospective 
threats, "required" staff vs "good to have" staff, analysis of current 
decisions, "compliance" requirements and such.
2.  A Strategic Plan is a one- to five-year plan that identifies how to 
accomplish a set list of goals within the Master Plan framework.  It captures 
who is doing what and how success is to be measured, appropriate references 
to the master plan for each goal, and priority for funding.  New criteria to flesh 
out priorities can be added here in addition to those within the Master Plan.  If 
there are changes required to keep the Master Plan relevant, they can be 
added here.  This plan is the one you track at least quarterly, to see if you 
are meeting your goals.  Staff, volunteers, board members and audiences work 
on this and commit to its success.  The process of developing it can either 
pull in new stakeholders or supporters as well as keep those who were 
involved in the development of the Master Plan active.
