I would contact Jeff Opt at the Montgomery County Historical Society in Dayton, Ohio. www.daytonhistory.org 

He is the archivist for the NCR Archives, and they are cataloguing something like 1.5 million images, including several hundred thousand glass plate negatives. He might be able to help you out in narrowing your search for a scanner.
