Deiah,

First off, congratulations on your find- it sounds like it has taken a
hold of you, and provided a little family mystery! Very fun for you! I
might recommend checking your local library for local newspapers from
around 1898. They might have articles highlighting the meeting in your
photograph. If it was a formal photo as you suggest, there might be
mention of the gathering in the paper, as was (and still is) often the
case in newspapers.  It might be a long shot, but it's a place to
start.

Additionally, if the photo is taken outdoors, I'd look at such things
as clothing which might give a clue as to time of year the photo was
taken), landscaping (another clue as to when the picture was taken, as
well as possibly where, if there are identifying landmarks shown.)  This
might help narrow your date search in the newspapers. Searching in a
three or six month stretch is easier than starting in January 1, 1898
edition of the local picayune, and working forward through December 31,
1898!
