I believe there are two components to your question?  The first has been answered as to the physical safety of the heater.  The second appears to be the effect of the heater on collections.  The quick answer is that any heat that "escapes" from the administrative area into the art storage area will affect the environment in storage.  It will raise the temperature and it will consequently lower the RH.  This will happen regardless of the type of heating device in the administrative area.  They are all equal in this capacity for the same temperature rise.  How much of a consequence this will be depends on several factors, including the existing environmental conditions in the storage area, the nature of the separation between the two areas, the resulting temperature in the administrative area, and the amount of heat that can escape.  I am guessing since I do not have this information, but would imagine that the effect would be minor or negligible.  However, in certain circumstances, it could be a larger effect, such as no separation between the two areas.
