Ummm....let's see.  It is the government's job to make these awards and get
them to the right people.  The private contractor was not independent of
government oversight -- kind of like hiring a group of temporary clerical
people to process the work.  Someone in govt. is being paid to make sure
it's done RIGHT.   That means proofreading and other such mundane work.
