I would like to have your opinion about these problems:

First: if one have to solve a problem of (public) resources allocations,
which criterias would you use (or suggest) for split this funds amongs
several museums?

Second: in the evaluation process of the museum managing activity, is it
necessary to distinguish between efficiency in economical sense (balance
between costs and revenues) and efficacy, i.e. the degree of reaching a
specifical task (result reached/result aimed), which is a much more
qualitative ratio.

Third: If the distinction is necessary, how can be measured the efficacy of
the activity of a museum?
