Heavens, yes - we do control the world outside our walls here in Bowie,
Md.!!!!

We are also a municipally funded museum system.  Several months ago, our
city council passed an ordinance that there is NO smoking on ANY city
property - inside or outside any structure.  We were given portable
signs to put up, cards to hand people, counsel on how to approach.  All
our outside containers were removed.

To date, there has been no problem.  Have only had to tell one person to
snuff it out, and he was very cordial about doing so.  And, he put his
butt (cigarette, that is) in an adjacent trash can after extinguishing.

Visitors/staff may smoke in cars on City property, but not outside a
car.  My environment in museums is somewhat different than that in City
Parks and sports fields.  I guess time will tell about the
efficacy/public relations components of this policy.
