The volume you are looking for is part of the three-volume set that
was published after the International Symposium and First World Congress
on the Preservation and Conservation of Natural History Collections
(Madrid, Spain, May 1992).  They were published by the Direccion General
de Bellas Artes y Archivos, Ministerio de Cultura, Espana. The titles
and editors are:

Volume 1.  First World Congress Sessions and Contributions on the
Function and Management of Natural History Collections, edited by
Fernando Palacios, Carmen Martinez, and Barbara Thomas

Volume 2.  Contributions on the Status, Preservation, and Conservation
of Natural History Collections, edited by Palacios, Martinez, and Thomas.

Volume 3.  Current Issues, Initiatives, and Future Directions for the
Preservation and Conservation of Natural History Collections, edited
by Carolyn R. Rose, Stephen L. Williams, and Julio Gisbert.

The other book that someone mentioned, thinking it might be the one you
were seeking, is part of a two-volume set published by the Society for
the Preservation of Natural History Collections.  The first of these
has just been reprinted, and the second is due out any day now.  They
are:

Storage of Natural History Collections:  Ideas and Basic Concepts, edited
by Carolyn Rose and Amparo de Torres (1992)

Storage of Natural History Collections:  A Preventive Conservation Approach,
edited by Carolyn Rose, Catharine Hawks, and Hugh Genoways (1995).

I don't know where you can obtain the first 3-volume set, but the two
SPNHC volumes are available from:  Dr. Julia Golden, SPNHC Treasurer,
