The deeper you get into that page (by clicking arbitrarily on anything
that produces a reaction to your pointer), the weirder things get.  I
was truly amazed, in the same way that I am amazed by strobe lights.
Strobe lights give me headaches, however, and so does that web site.
Whether it is art or not I cannot judge, but I think we all must accept
the inevitability of such expression on humanity's latest canvas - the
web!
