It seems as though the Director is dealing with financial concerns as well
and may feel like he or she is getting a bargain by hiring someone at the two
thirds the going rate. Perhaps you could post the position either at a local
college or on Museum-L to find qualified candidates in the area who are
willing to do the job at the same rate without suffering the loss of the
collection itself and present this information to the Director. I myself have
volunteered at a few museums in a similar capacity and have learned a great
deal from working with various collections even in such a seemingly minor
capacity as data entry.
