Margaret,

I'm not sure our situation is the same, but it is very
similar.  We have negatives as well as the prints that
we've taken of photos and postcards in our collection.
 As well as negatives that are donated which we have
had scanned on to cds and prints made.  These prints
are given a negative number which corresponse to the
negative as well as the original photo, postcard or
negative in storage.  Patrons can look through the
prints and request a print of the print (of course we
send the corresponding negative to the camera shop to
get printed).  We charge them for the printing of the
negative and some for shipping if we send it to them. 
I'm sure you can work out something where the price
includes a fee for the photographer.  However, once
she donates them to you they are your property not
her's.

We have a form each person who donates photos or
negative to us signs.  It's a release form allowing us
to reproduce their photos or negatives for various
reasons (exhibits, scholarly works, commercial use,
research, other peoples requests).  If they don't sign
the form we call them or send a release form for that
particual photograph or negative.
