That is a remarkably stringent standard -- one which no Administration has
ever achieved.  Nor, to my knowledge, has it been achieved by any society in
history.

I note that your own spending priorities do not include education or
culture, either.  I do not disagree -- I have argued before that museum work
is not as important as other fields, including the ones you mention.  Rather
than bemoan this reality, we must devise and adapt survival strategies
appropriate for our spot on the food chain.  While I personally am not adept
at doing this, I would agree that the "cry wolf" strategy would probably not
be effective.
