I work for a county history museum and I've been fortunate enough to have never come across this problem with donors.  

Our deed of gifts outline that we do not take gifts with restrictions etc.  The thank you letter I send out thanks them for their donations by name and I explain to them how the donation will compliment other areas of the collections within the museum.  After asking them in the letter to please sign one copy of the DOG and return it to the museum in a stamped self-addressed envelope I thank them for donating the object again and for contributing to our local history.
