The National Center for Preservation Technology and Training, in
Natchitoches, Louisiana, seeks research and training proposals from
Federal and non-Federal laboratories, accredited museums, universities,
non-profit organizations; offices, State Historic Preservation Offices,
tribal preservation offices, and Native Hawaiian organizations, to develop
and distribute preservation and conservation skills and technologies for
the identification, evaluation, conservation and interpretation of
prehistoric and historic resources.  Attached is the solicitation

             PRESERVATION TECHNOLOGY AND TRAINING GRANTS

The National Center for Preservation Technology and Training announces
the availability of preservation technology and training grants for FY
1994.  Approximately $400,000 will be awarded this fiscal year.
 
Eligible Applicants: may include Federal and non-Federal laboratories,
accredited museums, universities, non-profit organizations; offices,
units, and Cooperative Park Study Units of the National Park System,
State Historic Preservation Offices, tribal preservation offices, and
Native Hawaiian organizations.  Eligible applicants must possess a
demonstrated institutional capability and commitment to the purposes of
the Center.
 
Eligible Projects: Grants will be made to develop and distribute
preservation and conservation skills and technologies for the
identification, evaluation, conservation, and interpretation of
prehistoric and historic resources.  Grants will be allocated to reflect
the diversity of the historic preservation fields and will be
geographically distributed.  No grant recipient may receive more than 10
percent of the grant funds allocated.  Total administrative costs, direct
and indirect, charged for carrying out grants may not exceed 25 percent
of the grant award.   Funding will be administered in accordance with the
Department of the Interior's Uniform Administrative Requirements for
Grants and Cooperative Agreements (OMB Circular A-102 or A-110), Cost
Principles (OMB Circular A-21, A-87, or A-122), and Audits (OMB Circular
A-128 or A-133).  Fiscal and program reports will be required by the
National Park Service during and at the close of the project.  All
proposals will be subject to peer review.  Appropriate peer review of
products may be solicited upon completion of grant.
 
Criteria for Selection:
 1.  The activity (research and/or training) addresses an identifiable
     national need in the fields of preservation/conservation technology
     and cultural resource management.
 2.  The activity does not duplicate research and/or training that has
     already been or is being undertaken.
 3.  The activity will be undertaken by professionally qualified
     individuals/organizations who have successfully demonstrated an
     ability to undertake research and/or training and meet deadlines.
 4.  Only single year proposals will be considered for 1994.
 5.  There is evidence that the activity will have broad applicability
     to the preservation/conservation community at large.
 6.  The activity is cost-effective.
 7.  The activity will provide high visibility for the Center.
 8.  Where possible, Center funds are being matched by other sources,
     such as cosponsoring organizations, foundations, and private
     corporations.
 9.  The proposal must not exceed $40,000.
 
Deadlines:  Proposals must be received by the National Center at
Natchitoches no later than June 24, 1994.  Funds will be obligated no
later than September 30, 1994.
