Dear Colleagues,
As you probably know by now, on 20th April 2006 the 2003 UNESCO Convention
for the Safeguarding of the Intangible Cultural Heritage came into force
among the first 30 States to complete the necessary national and
international legal procedures. There are today 52 States Parties, and it
is known that several dozen more countries are going through the necessary
procedures at the national level and will join the Convention in the coming
months.
In accordance with the Convention, the first General Assembly of States
Parties was held at UNESCO Paris from 27th to 29th June 2006. ICOM was
invited by the Director-General of UNESCO to attend.
In compliance with ICOM's Strategic Plan, and more precisely Objectives 2
(to seek active participation in international fora relating to heritage
issues), the President appointed the Secretary-General and the Hon.
Member Prof. Patrick Boylan (Chair of the Legal Affairs Committee and
Editor-in-Chief of the new International Journal of Intangible Heritage)to
represent ICOM at the meeting.
It was good to see that a number of other ICOM members were also present as
members of their National Delegations, and Dr Virgil Nitulescu, President of
ICOM Romania, was elected one of the four Vice-Presidents of the General
Assembly assisting the Assembly's President, Dr Mohammed Bedjaoui of
Algeria.
The meeting unanimously accredited five international Non-Governmental
Organisations including ICOM, the others being the International Music
Council (IMC), the International Council of Organisations for Folklore and
Folk Art (CIOF), the International Council for Traditional Music (ICTM) and
Traditions for Tomorrow. The President of UNESCO's Executive Board
Committee for Non-Governmental Organisations, Mr Andras Lakatos (Hungary)
welcomed the decision to recognise these NGOs for the purposes of the world
of the Convention, saying that their expertise will be essential in
developing and implementing the work of the Intangible Heritage Convention.
Since the full General Assembly of States will normally meet only once every
two years, most of the practical work under the Convention will be the
responsibility of a new International Committee for the Safeguarding of the
Intangible Cultural Heritage, (modelled on the present World Heritage
Committee). This will have its first meeting in Algiers around the end of
October 2006, and the next regular meeting of the Generally Assembly will be
in June 2008.
Eighteen States have been elected to the new Committee in proportion to the
current membership of the Convention within UNESCO's six regional groupings,
as follows:
Group 1: Belgium & Turkey
Group 2: Bulgaria, Estonia, Hungary & Romania
Group 3: Brazil, Mexico & Peru
Group 4: China, India, Japan & Viet Nam
Group 5a: Gabon, Nigeria & Senegal
Group 5b: Algeria & United Arab Emirates
(In accordance with the Convention six more States will be elected in
September (when the number of States Parties reaches 50.)
ICOM will attend all future meetings to confirm its continued commitment to
intangible heritage and to the promotion of its convewntion in the countries
where we have National Committees. The objective of our presence will be to
contribute towards, and to shape the work of the convention.

Chers collègues,
Comme vous le savez peut-être déjà, le 20 avril 2006, la Convention 2003 de
l'UNESCO pour la Sauvegarde du patrimoine culturel immatériel est entrée en
vigueur dans les 30 premiers États ayant mené à leur terme les procédures
juridiques nationales et internationales nécessaires. Aujourd'hui, l'on
compte 52 États parties, tandis que plusieurs dizaines d'autres pays
accomplissent les procédures indispensables au niveau national pour adhérer
à la Convention dans les prochains mois.
Conformément à la Convention, la première Assemblée générale des États
parties s'est tenue à l'UNESCO, à Paris, du 27 au 29 juin 2006. L'ICOM a
assisté à cette réunion, sur l'invitation du Directeur général de l'UNESCO.
En accord avec le Plan stratégique de l'ICOM et, plus précisément, avec les
objectifs 2 (rechercher une participation active aux forums internationaux
concernant les questions liées au patrimoine), la Présidente a désigné le
Secrétaire général et le membre honoraire, M. Patrick Boylan - Président du
Comité des Affaires juridiques et rédacteur en chef du nouveau International
Journal of Intangible Heritage (journal international du patrimoine
immatériel) - pour représenter l'ICOM à la réunion.
C'est avec satisfaction que nous avons noté la présence d'autres membres de
l'ICOM venus représenter leurs délégations nationales, ainsi que l'élection
de M. Virgil Nitulescu, Président de l'ICOM-Roumanie, parmi les quatre
Vice-présidents de l'Assemblée générale chargés d'assister le Président
algérien de l'Assemblée, M. Mohammed Bedjaoui.
La réunion a accrédité à l'unanimité cinq Organisations non-gouvernementales
: l'ICOM, le Conseil international de la musique (CIM), le Conseil
International des Organisations de Festivals de folklore et d'arts
traditionnels (CIOFF), le Conseil international de Musique traditionnelle
(ICTM) et l'association Traditions pour demain. Le Président du Conseil
exécutif du Comité de l'UNESCO sur les Organisations non-gouvernementales,
M. Andras Lakatos (Hongrie), a salué la décision visant à reconnaître
l'intérêt de ces ONG pour servir les buts de la Convention, affirmant que
leur expertise sera essentielle pour développer et mettre en ouvre les
travaux liés à la Convention sur le patrimoine immatériel.
Comme l'Assemblée générale des États ne se réunira qu'une fois tous les deux
ans, presque toutes les activités pratiques liées à la Convention
incomberont à un nouveau Comité international pour la Sauvegarde du
patrimoine culturel immatériel (sur le modèle de l'actuel Comité du
patrimoine mondial). Ce nouveau Comité se réunira pour la première fois à
Alger vers la fin octobre 2006, tandis que la prochaine réunion ordinaire de
l'Assemblée générale aura lieu en juin 2008.
Dix-huit États ont été élus au nouveau Comité proportionnellement au nombre
actuel des membres de la Convention ; ces États se répartissent au sein des
six groupes régionaux de l'UNESCO de la manière suivante :
Groupe 1 : Belgique et Turquie
Groupe 2 : Bulgarie, Estonie, Hongrie et Roumanie
Groupe 3 : Brésil, Mexique et Pérou
Groupe 4 : Chine, Inde, Japon et Vietnam
Group 5a : Gabon, Nigeria et Sénégal
Groupe 5b : Algérie et Émirats arabes unis
[En accord avec la Convention, six autres États seront élus en septembre
(dès que le nombre des États parties aura atteint 50).]
L'ICOM participera à toutes les futures réunions pour confirmer son
engagement à l'égard du patrimoine immatériel et de la promotion de sa
Convention dans les pays où nous avons des Comités nationaux. Notre présence
aura pour objectif de contribuer activement aux travaux de la Convention.

Estimados colegas:
Es probable que ya tengan conocimiento de que la Convención para la
salvaguardia del patrimonio cultural inmaterial de la UNESCO, adoptada en
2003, ha entrado en vigor el 20 de abril de 2006 en los 30 primeros Estados
Miembros que han cumplido con los procedimientos nacionales e
internacionales exigidos. Hoy en día, el número de Estados Parte en la
Convención asciende a 52 y muchos otros países están realizando los trámites
necesarios a nivel nacional para adherirse a este instrumento en los meses
venideros.
De conformidad con lo dispuesto en la Convención, la primera Asamblea
General de los Estados Partes se celebró del 27 al 29 de junio de 2006 en
París, en la sede de la UNESCO. El ICOM participó en esa reunión a
invitación del Director General de la UNESCO.
Teniendo en cuenta lo dispuesto en el Plan Estratégico del ICOM, y más
concretamente en su objetivo 2 (tratar de participar activamente en los
foros internacionales sobre temas relacionados con el patrimonio), la
Presidenta designó para que representasen al ICOM en dicha reunión al
Secretario General y al miembro honorario, M. Patrick Boylan, Presidente
del Comitè de Asuntos Jurídicos y redactor jefe de la International Journal
of Intangible Heritage [Revista Internacional del Patrimonio Inmaterial] de
reciente creación.
Pudimos observar con satisfacción que en esa reunión también participaron
otros miembros del ICOM en representación de las Delegaciones Nacionales de
sus respectivos países, y también nos congratulamos por el hecho de que el
Dr. Virgil Nitulescu, Presidente de ICOM-Rumania, fuese uno de los cuatro
vicepresidentes elegidos por la Asamblea General para asistir al Presidente
de ésta, el Sr. Mohammed Bedjaui (Argelia).
La Asamblea decidió por unanimidad acreditar a las cinco organizaciones no
gubernamentales siguientes: el ICOM, el Consejo Internacional de la Música
(CIM), el Consejo Internacional de Organizaciones de Festivales de Folclore
y Artes Tradicionales (CIOFF), el Consejo Internacional de Música
Tradicional (ICTM) y la asociación Tradiciones para el Mañana. El Sr. Andras
Lakatos, (Hungría), Presidente del Comité de las Organizaciones
Internacionales No Gubernamentales del Consejo Ejecutivo de la UNESCO,
expresó su satisfacción por esta decisión, que reconoce el interés de estas
organizaciones por servir los objetivos de la Convención, y declaró que sus
competencias especializadas serán esenciales para fomentar y aplicar las
actividades relacionadas con la Convención para la salvaguardia del
patrimonio cultural inmaterial.
Como la Asamblea General sólo se reunirá normalmente a intervalos de dos
años, casi todas las tareas prácticas relativas a la Convención serán de la
incumbencia del recién elegido Comité Intergubernamental para la
Salvaguardia del Patrimonio Cultural Inmaterial (estructurado a imagen y
semejanza del Comité del Patrimonio Mundial ya existente). Este nuevo Comité
se reunirá por primera vez en Argel hacia finales de octubre de 2006,
mientras que la próxima reunión ordinaria de Asamblea General no se
celebrará hasta junio de 2008.
Fueron elegidos 18 Estados en calidad de miembros del nuevo Comité. Esta
cifra es proporcional al número actual de Estados Parte en la Convención.
Los miembros del Comité están repartidos en el seno de seis grupos
regionales de la UNESCO, de la manera siguiente:
Grupo 1: Bélgica y Turquía.
Grupo 2: Bulgaria, Estonia, Hungría y Rumania.
Grupo 3: Brasil, México y Perú.
Grupo 4: China, India, Japón y Viet Nam.
Grupo 5a: Gabón, Nigeria y Senegal.
Grupo 5b: Argelia y Emiratos Árabes Unidos.
[A tenor de lo dispuesto en la Convención, en septiembre se elegirá a otros
seis Estados, en cuanto el número de Estados Partes alcance la cifra de 50.]
El ICOM participará en todas las reuniones futuras, reiterando así el
compromiso que tiene contraído con la conservación del patrimonio inmaterial
y la promoción de la Convención en los países donde cuenta con Comités
Nacionales. La presencia del ICOM tendrá por objetivo contribuir a la
realización y configuración de los trabajos de la Convención.
