If I understand the position of the Ukraine government correctly, you may
find the principles stated in the ICOM Code of Ethics
(http://icom.museum/ethics.html) helpful: "Museum collections are held in
public trust and may not be treated as a realisable asset" (2.16) or, more
generally, "Museums have the duty to acquire, preserve and promote their
collections as a contribution to safeguarding the natural, cultural and
scientific heritage. Their collections are a significant public inheritance,
have a special position in law and are protected by international
legislation" (Section 2).

Dear colleagues,

The government of our (Ukrainian) country at the moment is trying  to pass
the law according to which all museum exhibits should be hold on business
accounting. This doesn't require to the general system of accounting of
museums exhibits. 

Would you be so kind to inform us about existing such kind of practice in
the world? Can you give us the answer?
