UNESCO has moved the text of the 2nd Protocol, adopted in The Hague on 26
March 1999 to the following web address:

If there are further changes or if you have any further difficulties enter
the UNESCO home page (www.unesco.org), click on the "Legal Instruments"
box on the bottom right, then on the first entry (Conventions) of that
page, and scroll down to the Hague Convention 2nd Protocol.
