Theme :The overriding question facing museums today, specially
in the third world and in most Asia pacific countries, is that of their
relevance and survival. Most of the museums, in this part of the world,
mirror the reductive, sectarian and typological categories, used by
colonial countries, to map, appropriate and control the biocultural
landscape of colonized countries. They have not tried to reflect or
criticise the hegemonic textualisation of the variety, complexity and
plurality of the local cultural contexts.

In order to retain their relevance, the museums have to play a role in
combating the growing monoculture of life and mind, by documenting,
preserving and presenting the polycultural technologies of subsistence and
resource management, and life enhancing elements of knowledge and skill,
transmitted by communities transgenerationally.

They have to treat the community habitats as living museums, and collaborate
with communities, in reversing the process of univocal translation of their
polyvocal cultures. They can play a role in development, not by
commoditising heritage for its display and representation, but by its
revitalisation and replenishment.

The communities in SAARC countries are facing a common threat of biocultural
reductionism, from mega developmental projects,which
are compelling them to adapt themselves to transplanted cultures and
transgenic crops. It is felt that there is need for an inter
disciplinary and inter community meet of the ICOM to address this issue of
growing threat to diversity in the SAARC countries. This meet may try to
work out common strategies for the museums in the region, so that they can
play a catalytic role in relating culture and development sustainably, and,
so that, culture is seen as constitutive of and not instrumental in
development.

Indira Gandhi Rashtriya Manav Sangrahalaya (National
Museum of Mankind) at Bhopal , the host for this event, has been working
with communities throughout India, and with like minded individuals and
institutions outside India, on collaborative projects to preserve,present
and disseminate the ecospecific knowledge systems, which have been
accumulated by communities through centuries, by responding to different
agro climatic environments. The Museum and the communities have been
undertaking co-curated exhibitions and codirected field initiatives, to
channelise the community self governance strategies into local developmental
approaches, and thereby, to enable and empower the communities, in their
endeavours for environmental self determination.

These collaborative projects cover various fields, including plant
medicine,water harvesting, architecture, conservation of forests and sacred
groves, inter regional transfer of knowledge and technologies and
interdialect translation.

The Regional Museum of Natural History,  Bhopal is working in Collabration
with the IGRMS, as a facilitator for this event. The Museum coordinates the
work of CECA and is engaged in imparting environmental and heritage
management education, and in catering to the  disabled and neighbourhood
communities.

Eligibility
Participation in the Seminar is open to ICOM Members and other Museum
Professionals from South Asia.

Registration Fee
US $ 50 (Foreign delegates) or Rs.500 (Indian delegates). The
Registration
Fee includes Registration Kit; shared hostel/ Guest house accommodation
(17/18 to 22nd January), boarding and local transport; official dinner
on the 21st January, Post-seminar field visit; tea/coffee and working lunch;
and Pre-seminar workshop reading materials,  if any. Bonafide
Museology Students sponsored by Recognised Institutions/ Universities, would
have to pay only 50% of the Registration Fee.

Local Hospitality
Participants shall be offered concessional lodging (in Government Guest
Houses/ hostels), on a shared basis and local transport. Those who
desire accommodation on a single occupancy basis may have to pay extra,
depending on availability.

Hotels
Those who prefer hotel accommodation,  on a single or double occupancy
basis, may indicate their choice, in order of preference and send a
Non-refundable Deposit of Rs. 200/- . Rest of the hotel payments can be
made by them on arrival.

The IGRMS shall try to get some concessions (Upto 10 to 20%) in select
hotels in Bhopal, for those delegates who are Registering their names
before 20th December, 99.

Last Date of Registration 31st December, 1999. Early Registration is highly
advisable due to the limited capacity in the hotels/ guest houses.

International Travel
Part travel assistance may be available to foreign participants from
South Asia.

Passport/Visa
Valid Passport and Visa is necessary for the foreign participants to visit
India.

Climate
In January, the Bhopal climate ranges from 30°C (max.) to 9°C (min.).
One should carry warm pullover or jacket.

Language
The official language of the Conference will be English.

Travel Insurance
Participants are advised to make their own travel insurance
arrangements.

A capacity building workshop for new and emerging professional museum
workers, specially young people and students of museology. Participants
should arrive on the 17th January, 2000, to receive their workshop
materials. Dr. Galla from Australia, who is Chairperson of the ICOM Asia
Pacific Organisation (ASPAC), and will induct the participants to the work
of the World Commission for Culture and Development (Dr. Galla is
Chairperson of the Commission) with a focus on Heritage Tourism. He will use
case studies of international best practices and AV resources relating to
the theme of the Seminar on Museums,Culture and Development.

The participants in the workshop will be allowed to participate in the
Seminar as well.

Admission
Young museologists (not more than 35 years of age), and students of
museology. Those interested to attend the workshop shall have to register
before the last date with proof of studentship and/or age
from the concerned authorities . As admission is restricted to not more than
30 participants (15 from India and 15 from other SAARC countries), early
registration is advised.

Concession
On specific request with valid documents, students of museology may be
given 50% concession in Registration Fee.
