Dear Gary, 

Thank you very much for dealing with the issue. The Czech Committee of ICOM may be considered as one of the smaller - there are about 100 members in total, out of which nearly 40 are institutional - we are proud to have among our members all the large  museum institutions in the Czech Republic. However, rather few members are active in international committees and organistations, and therefore the use of cards for free admission to museums remains one of the major advantages for member institutions. (Moreover, as the purchase power of Czech currency is still considerably low on the international scale, entrance fees in foreign museums are really costly from our point of view.)
The argument that it might be more valuable for museums to pay several individual memberships for their staff is not applicable here, as public museums cannot do so according to their budget rules. Individual members are generally those who are more active in their individual international activities generally, and I do not believe that such a measure would considerably influence their opinion on individual membership. 
For all the above reasons, we strongly support the idea of increasing the number of membership cards for institutional members, especially those with more than 20 staff members.

ICOM Colleagues:
 
I have been asked to discuss the option of granting additional membership
cards to larger institutional members. The number of cards could be based on
the number of employees at the member institution. As you may be aware,
institutional members currently receive three cards. The exception to this
limitation is ICOM Germany where the Executive Council decided to experiment
with providing additional cards for larger museums. The experiment was to
determine whether the extra card incentive would attract additional
institutional members and not reduce individual memberships. Responses to
date have confirmed that both these presumptions are true. There has been a
substantial increase in institutional members and no reduction in individual
members. In fact, individual membership continues to increase.
 
The value of providing additional cards for institutional members based on
the number of employees, at least in this one experimental case, is
positive. However, the question remains, should this become an inclusive
practice for ICOM? 
 
I am to report to the Executive Council on this matter at the next meeting
and would appreciate your thoughts and comments.
