Pat:  I cannot imagine that any employer would simply pluck a resume off of
any internet forum and offer a job to a candidate, sight unseen.  There are
places in the U.S. were it is difficult to recruit
candidates--out-of-the-way places that are not near major metropolitan
areas.  Seems to me that a savvy institution might inform candidates of the
available job after having perused their resume somewhere.

As I have said before in this forum, sometimes even resumes sent to us blind
got interest when we had a position to fill, fast.  (There are two kinds of
jobs:  the permanent kind that require a rigorous and thorough job search
and those that are temporary and funded privately--these usually do not
require the thorough search that permanent positions do.)  But again, it is
not simply reading a resume and offering a job.  It is simply giving the job
seeker an opportunity to apply for the position.

But in answer to your real question, no, it is not necessary to conduct the
type of job search you describe for all positions.  Thus the difficulty for
job seekers who are not "connected."  They don't always hear about all jobs
available.  To my knowledge, this has posed no legal problems for
institutions that do it.

Every country in the world is a leader in something.  Perhaps this is not
our best thing anymore.  But really, Pat, don't you think it is a little
excessive to advertise Board positions?  How do you then end up with a board
that can actually do its job?
