There is an article in Philanthropy Monthly Vol XVI No. 1 (Jan/Feb) 1993
entitled "Measuring the Service Efforts and Accomplishments of
Museums."  Its primary authors are Accountancy professors (and one was
on the FASBE Board), but if you can translate the business lingo,  it
may prove helpful. It focuses on the non-financial aspects of museums
which may be measured or at least taken into account in assessing the
success of a museum.
