DUTY LOCATION: Washington, D.C. 
AREA OF CONSIDERATION: All qualified candidates including candidates with a disability.  

DUTIES:  The incumbent develops, through the print and broadcast media, information concerning the mission, programs and accomplishments of the National Postal Museum.  Establishes and maintains effective working relationships with print and broadcast media representatives in disseminating information or answering inquiries about the organization's operations or activities.  Organizes and coordinates print and broadcast media interviews with staff members. Oversees all arrangements with the media involving the museum's activities. Uses a variety of methods and techniques in achieving communication goals. Selects photographs and other material for distribution to media representatives.  Researches and writes articles on philately and postal history. Assists in planning the logistics and on-site management of special events and conferences locally and nationally.  Coordinates smaller events/conferences. Writes and edits museums' newsletter. Interviews and confers with program specialists and curators to obtain latest information to use in news releases. Identifies characteristics and needs to the target audience and communication techniques most appropriate.  Develops recommended approaches and drafts materials for supervisor's approval. Edits and proofreads all informational materials, including exhibit scripts and copy produced by other staff.

QUALIFICATIONS:  Candidates must have one  year of specialized experience equivalent to the next lower grade level or 2 full years of progressively higher level graduate education or master's or equivalent graduate degree (such as an LL.B or J.D.)  Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is in or related to the work of the position being filled.

Selective Factors:   (Applicants must meet all of these mandatory requirements in order to be considered qualified to compete for a position.)

1.      Ability to interact with the media, special interest groups, individuals and the public.
2.      Skill in written communication (e.g., news releases, articles, newsletters, brochures, etc.).
3.      Skill in oral communication (e.g., interviews, press conferences, presentations, etc.).
 Quality Ranking Factors:   (These factors are not mandatory to be considered for a position, but will be used to determine who are the highest qualified candidates among those who meet the selective factors.)
  
1.      Ability to use various types of software (i.e., Excel, WordPerfect, WordPerfect Corel, Microsoft Word).
2.      Skill in handling multiple responsibilities and activities simultaneously.
3.      Ability to plan and coordinate special events and conferences.
4.      Knowledge of methods used to produce print and broadcast media information.
5.      Skill in writing clear, concise, creative communications.

This information will be used to determine whether or not you are qualified for this vacancy.  Selective factors establish qualifications to be eligible to compete for the position.
