We have also used real hay that has been fumigated and treated with fire
retardant with great success.  We have a mid-19th century house that is
interpreted on the first floor as a Civil War hospital (the house was
commandeered by Union forces during the Battle of Bentonville).  Straw was
used on the floor to soak up blood, so we used treated straw.  We change it
every other year and have yet to have any problems with insects.

used actual hay and we had it fumigated (bombed in a sealed truck) and then
we sprayed fire retardant on it once it was installed.  The installation was

and some wall pieces.  We had no problems with insects in the 12-week run
and believe me, we would not have done it otherwise.  The fumigating the
bales in the truck did the bug trick, I'd say.
