Today, 1 July 1999, self-government has been granted to Scotland, with
most powers of the United Kingdom Parliament passing to the newly
reconstituted Scottish Parliament (closed down in 1707), which has
full legislative powers in most "home" areas, including education and
culture.  Wales has similarly achieved a large measure of self-government
for the first time since the 16th century through the new Welsh Assembly
(though this has more limited powers than the Scottish Parliament).

As a consequence we have this morning updated our widely used web file on
the Organisation of the Cultural Sector (including museums and the arts)
in the United Kingdom to reflect and  give details of these major
constitutional changes:

The Scotland and Wales entries have also been transferred to the
Self-Governing Territories sub-section of the web file.

It was planned to re-introduce home rule (suspended nearly 30 years ago)
to Northern Ireland on this date also, and a new Northern Ireland
Assembly was elected in 1999. However, this change has not come into
effect as the various parties disagree about whether the pre-conditions
for the transfer of power has been met.
