in London of ICTOP - The ICOM International Committee for the Training of
Personnel - I can now forward to you the English texts of the final
versions of the Resolutions and Recommendations, and of our new Triennial
Plan. I hope to have the French translations ready in the next few days.

Resolutions and Recommendations of Annual Meeting, London, 1 - 7 July 1999
Resolution 1: Importance of continuing professional development
Employers and museum studies and other education and training providers
should work with institutions and individuals to ensure that continuing
professional development planning and opportunities are available for
staff in all functions and at all levels of the museum.
Resolution 2: Training and indigenous people
ICTOP supports and recommends the development of appropriate training
strategies that will enable indigenous people and communities to
develop and sustain their natural and cultural heritage.
Resolution 3: Disability awareness training
ICTOP is to ensure that disability awareness training is recognised as
an important element in the ICOM Curricula Guidelines for Professional
Development in Museums. Particular emphasis should be given to ensuring
all staff in museums are exposed to such training on a continuing basis.
Resolution 4: Museum training and Cultural Diversity
ICTOP emphasises the need for training and career development programs
to facilitate participation without discrimination of the full range
of cultural, social, ethnic, religious groups, and to seek
representation, balance and tolerance and co-operation across both
the museum workforce and visitor clientele'
Resolution 5: Museum training and environmental sustainability
ICTOP encourages and recommends museum training programs worldwide
to incorporate the ethics and techniques of environmental
sustainability into their courses, curricula and research programs
and, where possible, to link with University & College departments
working in the area of environmental studies.
Resolution 6: Museums and promotion of peace/attituditional change
ICTOP considers that a Training Curriculum should reflect good
practice in relation to attituditional change, including the
promotion of peace and understanding amongst peoples.
Resolution 7: ICTOP policy on services to non-voting members
Recognising that ICTOP can no longer afford to finance the printing
and mailing of publications and documents to more than 500 non-voting
members or "correspondents" of other Committees and organisations
without any funding for this purpose adopts the following policy on
services to members:
1. Printed copies of the ICTOP newsletter "it" and other documents will
in future only be mailed as of right to currently registered "voting"
members of ICTOP;
2. Non-voting members and other members of ICOM will continue to be
welcome at all ICTOP meetings, but in future notification of these and
of other ICTOP activities and initiatives to non-voting members will be
via ICOM News and the ICOM and ICTOP web sites. The ICTOP newsletter "it"
is also now available on the ICTOP web site (http://www.icom.org/ictop/).
However, non-voting members and others with a special interest in the
work of ICTOP receive notification of meetings and other activities by
direct e-mail circulation - on request to the Chairperson or Secretary
of ICTOP, or the announced Local Organiser of the next annual meeting
(as such circulation is almost cost-free).
3. Printed copies of publications and other written information will
continue to be supplied by mail to non-voting members and others for
an annual payment equivalent to 100 French francs (plus the cost of
any applicable bank charges), payable either to the ICTOP Treasurer,
or in the form of the non-member supplement to an annual meeting
registration fee.

ICTOP Forward Plan for 1999 - 2001

The planning areas within the ICTOP Forward Plan are as follows:

1. Promotion:
To promote training through a range of ICTOP initiatives and activities
as follows:
holding a plenary meeting open to every voting member at least once a
year and a triennial plenary meeting during each ICOM General Conference,
in accordance with the statutes of ICOM and the Model Rules for
International Committees (i.e. meetings in London, UK, in 1999,
Victoria, Canada in 2000, and during the ICOM General Conference in
Barcelona, Spain, in 2001. (Action by: PB, MS and IN)
continue to develop and support the ICTOP Web site (http://www.icom.org/ictop/)
as a major resource on all aspects of museum and heritage professional
and technical training and education, and promote the use of ICOM's Internet
facilities and services (ICOM-L discussion list, ICOM web site,
[log in to unmask] etc.) (Action by: PB and all ICTOP members)
to promote and recruit to voting membership of ICTOP; (Action by: Board)
continued dissemination of publicity (leaflet, listings and news items
in ICOM News and through ICOM and other Internet facilities), Action
by: PB, IN)
Promoting ICTOP at the ICOM Triennial Conference (Barcelona, 2001) and
at regional and national museums where practicable (Action by: PB, IN & Board)
continue to update and promote ICOM/ICTOP's Curricula Guidelines for
Professional Development in Museums (NF)
support the Smithsonian Institution's Office of Museum Studies in
maintaining and promoting the international bibliography of museology
theses (Action by: NF and all relavant museum studies and related courses
and centres);
establish a working area on the ICTOP web site for the exchange of
information on museology and related research for higher degrees (PhD etc.)

seek continuing involvement in the Nubian Museum and other ICOM training
programmes (AFRICOM etc.) and those of related bodies (e.g. ICCROM/PREMA,
Museum Development Centre, Mombassa, EPA, ICOM-ASPEC, International
Committee of the Blue Shield) (Action by: Board)
publish the proceedings of the UK (1999), Canada (2000) and Spain (2001)
meetings of ICTOP;
promote the distribution of all ICOM publications (Action by: AR, MB, JG);
prepare a volume on professional training issues for an early place in
the publication programme of the ICOM Study Series (Action by: NF, MS & MB)

2. Communication:
To communicate progress on ICTOP's Forward Plan to ICTOP and ICOM

publishing two editions of the ICTOP newsletter ("It - Information on
Training") in both hard copy and web formats. All ICTOP members will
continue to be urged to contribute. "It" will also carry an annual
report of ICTOP, reports on annual plenary meetings and the annual
financial statements (Action by: JG, PB, IN & J-PB)
publishing this Forward Plan of ICTOP for 1999 - 2000 in "It," and on
the ICTOP web site updated annually, and a triennial report and
financial statement at the Barcelona 2001 General Conference. (Action

Improve ICTOP Board communication by re-establishing the quarterly ICTOP
Board Information newsletter "bit" but in e-mail format (with fax
distribution to Board members without e-mail access (Action by: PB & Board)
disseminating available stocks of earlier ICTOP publications (Action
by: ICTOP members holding the various back-stocks of these)
publishing appropriate articles/news items in 'ICOM News", "Museums
International" and other professional media. (Action by: Board)

3. Representation
To represent ICTOP members' interests to ICOM Headquarters by:
providing forward plan/annual report/policy proposals/meeting resolutions/

to contribute actively to the planned major review of ICOM's policy and
organisation through evidence to the ICOM Secretariat, the proposed Task
Force, meetings of the Advisory Committee, and the 2001 General Assembly
(Coordinated by: PB)
to continue to campaign, including through the ICOM policy and organisation
review, for the establishment of a category of Student Member within ICOM
for those studying on relevant advanced museum studies and related courses
to contribute to the planned review of the ICOM Code of Ethics proposed by
the Ethics Committee (Action by: all members of ICTOP; responses coordinated
by CN)
maintaining informal communication with the ICOM Secretariat on a regular
basis (Action by PB & IN)
being represented at relevant ICOM meetings by the appropriate member of the
Board

4. Co-operation/Networking
To co-operate with the International and Regional and National Committees
of ICOM and with national and international organisations concerned with
museums and museums professionally by:
liaising with ICOM over appropriate specialists available to undertake
consultancy work/training programmes for ICOM
encouraging co-operation between training programmes, e.g. twinning of
courses
working with the Executive Boards of other selected International and
Regional committees to arrange joint meetings/training programmes and
mutual exchanges of publications and information
working at an international level with appropriate museum related
organisations such as ICCROM and ICOMOS
proposing, and if supported, working within a task group on curriculum
and learning guides on "immaterial" and "living" heritage, through a
partnership between ICTOP, CAM and ICCROM,

5. Financial Management/Fundraising
To develop additional sources of funds for ICTOP by:
increasing subscription income through increased voting membership
(e.g. through issue of membership leaflet - see 1.2.1).

6. Review Process
The Forward Plan will be reviewed by the Board annually. It will be
revised as necessary and published in IT - Information on Training.
