Ken;

There are a great many small sites similar to yours that function on the
basis of a single building. Some can be very attractive, such as the visitor
centre at Ontario's largest park, Algonquin Park; others may not look like
much but hide interesting collections, great libraries, etc., such as the
Museum of the Fur Trade in northwestern Nebraska. One site that does a lot
with a little is Antietam.

I think you may be more likely to get help from the members of ALHFAM then
from peoplke on this list.

The best thing to do is travel around, visit some sites and decide for
yourself. I have made something of a hobby of such facilities and, while I
can't give you any plans, I have a pretty good sense of the basic
ingredients and what makes them work.
