will work for you.

Neal, Arminta. Exhibits for the Small Museum, a Handbook.  produced by the
American Association for State and Local History. (I don't have the date of
publication).

Chapter 9 (starting on p. 116) discusses mannequins and has an easy to make
design.  The chapter has mentions references that discuss other methods of
making mannequins.

 The Arrow 2000 Project museum has a 1950s air force uniform that we
