We have found a used store fixtures supply house to be most helpful.  They
usually have a large supply of mannequins and are often willing to swap
parts and even have their repair crew do modifications for us on request.
The prices are a fraction of the cost of new mannequins.  We usually do not
spend over $100 per mannequin.  We display more US military uniforms than
the Smithsonian's American History branch.
